Contracts – Integrated Urgent Care (IUC) Service (1920029)

1. The current provider of your Integrated Urgent Care (IUC) Service;

Yorkshire Ambulance Service NHS Trust.

2. The terms of the IUC Service contract, including start date and duration of the contract (including extension clauses);

5 years commencing 1st April 2019 with a 2 year optional extension.

3. Has a decision been made yet on whether the existing IUC Service contract(s) are being either extended or renewed?

No the contract commenced on 1st April 2019 for 5 years with a 2 year option to extend at the end of the 5 year period.

4. The value of the IUC Service contract currently in effect;

a. The IUC contract has been commissioned on a Yorkshire and Humber wide basis with a contract floor and ceiling as the payment mechanism in operation. The overall floor value of the contract for 2019/20 is £16,805,159 and the overall ceiling value is £17,491,084.  Indicative floor and ceiling values for 2019/20 for NHS Calderdale CCG are as follows:

b. Calderdale CCG – Floor £608,586; Ceiling £633,426.

5. How the specification in the commissioning for this IUC Service differs from the standard specification;

The Integrated Urgent Care is for the provision of 111 Call Handling & Core Clinical Advice Service. The national provision for the public will be a single entry point into a fully integrated urgent care system. This system, through IT interoperability and robust joint governance processes, will deliver high quality clinical assessment, advice and treatment to best practice standards and processes delivered consistently and with clear accountability and leadership. Central to this will be the connectivity between the components of the IUC system. This will be facilitated trough the delivery of NHS111 telephony and call handling service and a Clinical Advice Service (CAS).

The CCG does not hold this information.

8. The population size for which the IUC Service is responsible for serving;

The NHS in the Yorkshire & Humber area serves a population of approximately 5.4 million.

9. Any financial penalties imposed on the current IUC Service provider and if so, what are the reasons for this? 

A Failure to achieve Service Development Investment Plan actions/milestones could result in a financial sanction worth up to 1.5% of the total contract ceiling value during 2019/20.

11. The current provider of your GP Out Of Hours (OOH) Service;

Local Care Direct CIC. The service is commissioned collaboratively on a West Yorkshire basis with Greater Huddersfield CCG acting as coordinating commissioner

12. The terms of the OOH Service contract, including start date and duration of the contract (including extension clauses);

1 year commencing 1st April 2019 with a further 1 year extension option.

13. Has a decision been made yet on whether the existing OOH Service contract(s) are being either extended or renewed?

No 

14. The value of the OOH Service contract currently in effect;

Calderdale CCG commissioned the GP OOH service with annual indicative budget of £1,524,980 for 2019/20 financial year.

15. How the specification in the commissioning for this OOH Service differs from the standard specification

The specification of Out of Hours Service is based on local arrangements with the provider from 2012/13.

16. The last twelve months’ KPI performance data for your current OOH Service provider, inclusive of NQRs and DX Codes or equivalent;

The OOH service covers the population of West Yorkshire. According to latest ONS data available (Table SAPE20DT5: Mid-2017 Population Estimates for Clinical Commissioning Groups in England by Single Year of Age and Sex, Persons – National Statistics) the total population of the West Yorkshire CCGs served by the GP OOH service is 2,357,539.  The population size for NHS Calderdale CCG is 209,454.

None
