Mental Health Beds (1819122)

1. Can you please provide the name(s) of NHS providers you commission mental health inpatient beds from?

NHS Calderdale CCG commissions mental health services including an inpatient service from South West Yorkshire Partnership NHS Foundation Trust (SWYPFT).

2. Can you please provide the name(s) of non-NHS providers you commission mental health inpatient beds from?

The CCG currently spot purchases inpatient rehabilitation placements from Cambian, Cygnet, Elysium, Priory Hospital and St Andrews Healthcare.

3. What was your total annual spend on mental health services for the financial years 2013/14 to 2017/18  Please note this information has previously been disclosed by the CCG under FOI Ref 1819004.

5. Can you please provide the current number of: (please indicate the year this information refers to)

i) Acute mental beds commissioned since 2013/14

ii) Rehabilitation[1] mental health beds commissioned 2013/14

The CCG commissions acute services from SWYPFT as part of overall mental health services contract.  A specific number of beds is not specified in the contract.

The CCG commissions 14 rehabilitation beds from SWYPFT and is currently spot purchasing 13 out-of-area rehabilitation placements.

6. Can you please provide the past number of:

i) Acute mental beds commissioned since 2013/14

ii) Rehabilitation mental health beds commissioned 2013/14

Regarding acute mental health beds, please see our response to question 5.

Regarding rehabilitation beds, the CCG has commissioned 14 beds from SWYPFT each year from 2013/14 to the present time.

The CCG also spot purchased out-of-area rehabilitation beds to meet individual needs during the financial years referenced. The cost of providing this information would significantly exceed the cost threshold as defined by the Freedom of Information and Data Protection (Appropriate Limit and Fees) Regulations 2004. See Refusal Notice below.

7. Can you please provide information on the current per diem price paid for: (please indicate the year this information refers to)

Refusal Notice

In relation to Question 6, we believe that the cost associated with providing you with the number of out-of-area rehabilitation mental health beds spot purchased by the CCG during the financial years referenced would exceed the cost threshold as defined by the Freedom of Information and Data Protection (Appropriate Limit and Fees) Regulations 2004.  As a result, we are refusing this part of your request under section 12 of the Freedom of Information Act 2000.

Section 12 of the Act allows a public authority to refuse a request if the cost of providing the information to the applicant would exceed the ‘appropriate limit’ as defined by the Freedom of Information and Data Protection (Appropriate Limit and Fees) Regulations 2004.

The Regulations provide that the appropriate limit to be applied to requests received by public authorities is £450 (equivalent to 2.5 days of work).  In estimating the cost of complying with a request for information, an authority can only take into account any reasonable costs incurred in:

“(a) determining whether it holds the information,

(b) locating the information, or a document which may contain the information,

(c) retrieving the information, or a document which may contain the information, and

(d) extracting the information from a document containing it”.

We have made an assessment and have determined that providing the information in question would require the CCG to undertake a manual trawl of 107 electronically held patient records coded as having been placed out-of-area at some point in their care.  Each of the 107 files, made up of both electric (searchable) and scanned (unsearchable) documents, would need to be located, retrieved and checked manually in order to identify and extract the required information.   As each patient may have been placed out-of-area more than once, each file would need to be checked in full to identify each occasion of placement, the type of placement and the year the placement was made.  Furthermore, the files of some patients, having been in receipt of care and support for multiple for years, would be substantial in their size and complexity. According to our estimates, completing this piece of work would easily exceed the appropriate limit as set out above and consequently we are refusing this aspect of your request.
